		<description>Just like you said in your chairs and wainscoting post linked above, there&#039;s no rule in how high a chair rail can be and that they&#039;re mostly used for decorative purposes. 

Most chair rails + wainscot I&#039;ve seen nowadays are 2/3 the length of the wall from the floor. Personally, I think they look better that way. I don&#039;t know why though, but it might have something to do with the rule of thirds in visual arts?
